Yes. Same role. The foreign owner remains the UBO and directs the business. The Representative remains available to complete the platform actions that belong to their role. That is why the choice, and the briefing, come first.

Pre-Submission Window
If you are submitting your TikTok Shop in the next 90 days, your Representative needs to be locked, briefed, and document-ready before submission. Not after. Cleanup after the fact takes 6 to 12 weeks and risks the shop.
ANNUAL
INFORM Act Re-Verification
TikTok Shop sellers who meet the INFORM Act high-volume threshold must complete annual information verification. Clean, current Representative documentation helps you respond promptly when annual verification is required. Missing or inconsistent information may delay completion and can interrupt account operations.
One more thing, if you have already opened your TikTok Shop application from your home country: do not submit it yet. The data locks the moment you click submit, and the Representative setup is the hardest piece to reverse once it is on record. Get the decision right first, then submit once.

Every unprepared submission adds to the record TikTok may evaluate and can narrow the options still available to you. If your shop was activated in late 2025, your first INFORM Act re-verification is approaching.
